Generally speaking GIS data is very useful when you need to doing thematic map, spatial analysis or query, but it's not really popular in many departments. They are still using CAD file for managing their spatial data. IN last century they like to use CAD entities e.g. linetype, color, attribute etc. to helping their routine job. Actually this is very useful existing information for developing GIS system. How to increase the efficiency about the migration process? This is not easy to do if you use the pure GIS software, as it involves many CAD processing. How to apply it to the design, build, operate and maintain process?
